Chair

Robin Porter brings a wealth of experience in public service and leadership to his role within the integrated care system.
Robin spent 11 years at Luton Council in a series of senior director roles before being appointed Chief Executive in 2019. In this role, he led the town-wide Luton 2040 vision, driven by a clear ambition to create a place where everyone can thrive and no one lives in poverty. His tenure was defined by a strong commitment to community development and collaborative partnerships across the public sector.
Alongside his role at the council, Robin was an active member of the Bedfordshire, Luton and Milton Keynes Care Board (BLMK ICB), where he made a significant contribution to NHS service planning and resource allocation.
In May 2025, Robin was appointed Chair of BLMK ICB and in September 2025, he became Chair of Central East ICB, bringing together the combined footprints of Bedfordshire, Luton and Milton Keynes ICB, Cambridgeshire and Peterborough ICB, and Hertfordshire (currently served by Hertfordshire and West Essex ICB). Robin continues to guide the executive team and staff through this pivotal transition as Central East ICB is established, helping to lead a once-in-a-generation opportunity to reshape how health and care are delivered across the system.
